Delhi Targets 95 Percent EV Adoption by 2027 with EV Policy 2.0

With an aim to curb pollution and improve the air quality in the city, the Delhi government has proposed new EV Policy to ensure that electric vehicles account for 27 percent of total vehicle registrations by 2027. The policy that is expected  to take effect in April will not only increase the previous target of 25 percent EV adoption to 95 percent but also replace CNG vehicles like auto rickshaws and taxis with electric vehicles. The new policy proposes purchase incentives for electric two and three wheelers, as well as electric trucks.

Talking about the new policy, Anagh Ojha, Co-founder & CTO at Urja Mobility says, “Delhi Government’s EV Policy 2.0 marks a transformative step toward sustainable urban mobility, setting an ambitious goal of 95% EV registrations by 2027. By phasing out CNG autos and promoting electric two-wheelers, three-wheelers, e-LCVs, and e-trucks, the policy accelerates the transition from ICE vehicles to lithium-ion battery-powered EVs—critical for reducing emissions, improving air quality, and enhancing long-term cost efficiencies.

However, for mass adoption, financial and infrastructure challenges must be addressed. Expanding EV leasing and battery leasing models will be key to reducing upfront costs, making clean mobility more accessible. Additionally, strengthening the lithium-ion battery ecosystem through battery recycling and second-life applications will ensure long-term sustainability. The establishment of a dedicated State EV Fund, supported by green levies and pollution cess, is a significant move that will sustain these initiatives and drive large-scale adoption.”

He adds, “Mandating charging stations in new buildings and public spaces, along with subsidies for private and semi-public charging stations, ensures convenient access to charging facilities. Developing fast-charging corridors along major roads will further boost feasibility for daily commutes and commercial use. Furthermore, the policy’s focus on skill development through collaborations with institutions like DSEU will create a future-ready workforce for the EV sector.
